People so easily forget our humanity that they need to be reminded that we're STILL HUMAN! That's why many of us are so sensitive to language issues.
Transsexual is an adjective, not a noun. Proper usage is
transsexual women (for what you call "male to female", or transsexual men ("female to male"), or transsexual women and men (for both).

I agree with you, and not out of self interest. Guys get VERY UPSET when they see a woman, transsexual or not, in the men's room. Their feeelings matter, too. Ever hear of "bashful bladder?"
So, to answer your questions:
Should women use mens bathrooms ? No. See above.
Should Female reporters interview in the mens lockeroom ? Only with permission from the men whose locker room it is.
Should transexuals use womans bathrooms ? Only transsexual women. Transsexual men should use the men's room for obvious reasons.
Oh. I don't meet your criteria. My "carry letter" was written by the Chief of University Police at my school. He is not a doctor.
A better solution is: If you can honestly self identify as(and somehow demonstrate so) a woman, you belong in the women's room.
